Primorye deputies support creation of equal conditions for fishery enterprises

News agency Deita.RU was informed in department of press and information of Legislative Assembly of Primorye Territory that in regional legislator’s opinion federal bill “About modification in the Federal Law “Of fishery and preservation of water biological resources”” brought to consideration in regional parliaments leaves the main branch of the region without decision. It is a question of quotas division into coastal quotas and quotas for fishing in economic zones. Today fishermen of Primorye region have already lost their traditional fishing zones and can’t maintain fishery in rich coastal waters of Sakchalin, Kamchatka and Kuriles. Coastal quotas are spread by territories. Such quotas system has brought 1 milliard rubles loss last year. It means over 50000 tons of fish products not supplied to markets. Four processing enterprises are stopped because of feedstock shortage. According to information given by committee vice-president Tatyana Zabolotnaja, primorye’s variant of the law offers to assign fishery sites to fishing companies and small nationalities on the federation subjects’ level. Project developers consider that it’s necessary to liquidate synthetic division of common fishing stores into quotas of exclusive economic zone (a 200-mile zone) and coastal fishery (a 12-mile zone). Common industrial quotas should be allocated to enterprises, and fishing vessels should also be allowed to cross the border of 12-miles zone repeatedly while working with shoal. The legislative initiative on entering of the project of the federal law " About modification in the Federal law " About fishery and preservation of water biological resources " into the State Duma of Federal Assembly of the Russian Federation will be discussed on the regular session of regional parliament planned for August, 1st. The committee also became the initiator of the reference to the governor of Primorye Region Sergey Darkin about necessity of development of the target program with the working name "About safety of a feed of the population of Primorye Territory ". As the deputy of Legislative Assembly Alexander Yermolaev has noted, it is a question of exception of genetically modified products, vegetables and the fruit containing dangerous dozes of salts of heavy metals, herbicides, nitrates from our diet. The program should be complex and planned minimum for five years. In opinion of legislators, the target program will help to create additional laboratories in territories of edge for the analysis of agricultural production internal and a foreign market. Probably, special marks or the firm seaside trade mark for a designation of production free from harmful at a genetic level and chemical substances will be entered. In trading enterprises it is possible to create departments with the agricultural products of a local commodity producer recommended for a children's feed and a feed of future mums. The similar program shortly will start to act on territories of Moscow.
