Primorye Territory
«It is unreasonable to hold the APEC Summit on the Russky island. It is much better to use the undeveloped area in the south-west of Primorye», - considers the head of «The coast of Russia» project doctor of social sciences Igor ROMANOV.
As the newspaper «Vladivostok» reports, in the conception of settlement of the North, Siberia and the Far East, developed by I.Romanov, the first «federal target settlement area» was assigned to the part of western Primorye in the Ussuriisk area – from Khanka along the Russian-Chinese border to the south up to the mouth of Tumannaya river. Igor Romanov considers that in future «shift of political and socio-economic center of Primorye to Ussuriisk seems natural». By the way, Kamil ISKHAKOV – now Deputy Minister of Regional Development of RF – being the president authorized representative in the Far-Eastern Federal District expressed these ideas.
Now in connection with the plans to APEC Summit 2012 in Primorye Igor Romanov considers that it is a good opportunity to stimulate the development of western Primorye as federal target settlement area: «The optimal choice for APEC Summit is the territory of southwest Primorye. This is the area stretching along the right bank of Razdolnaya river from Utyosnoe village of Ussuriisk district to the mouth of Tumangan river.
This territory for political, natural and socio-economic criteria on the whole is the most promising for development and target settlement of the East of Russia. Holding the APEC Summit in the south-west of Primorye may give a powerful impulse to intensive development of the entire east of Russia».
As is well known, president Vladimir PUTIN and officials of lower rank said not once that the Summit should take place in Vladivostok, particularly – on the Russky island. Moreover, on January 15 the conception of location the summit facilities on the Russky island was already approved on the highest level in Kremlin. Still far from all today believe that Vladivostok will have time to build all the necessary for the summit objects of infrastructure. And although on the official level scepsis was obviously expressed only once (in the end of December at the meeting held by president Vladimir Putin with government members, head of RF Ministry of Regional Development Dmitry KOZAK made it clear that the bridge to the Russky island may not appear: «We are discussing the bridge: it is anticipated, and we shall try our best so that it could appear. If it does not, we have a reserve variant»), Igor Romanov is sure that choosing the area in the south-west of Primorye for the summit is geopolitically more well-grounded with relation to the interests of Russia.
I.Romanov admits that there is less and less time left, but, as he says, «in Moscow micro-districts, comparable by the construction work scope to preparation for the summit, grow up in a year and a half – two years». As the scientist considers, holding the summit on the Russky island won’t do.
